replaced control module on 94 nissan pickjup now it cannot get it timed so it has any power

no, obd 1 systems come with all the info from the factory when you purchase a new one. it should be a plug and play.

this was a used salvage yard unit do not know what vehicle it came from it plugs right up. and starts truck but very little power.

most likely will not work. each unit is made for the specific vehicle.

Check the part number on the box. Both should be identical. If P/N are different, it usually does not work correctly.
The problem could be mechanical instead of the ECM.
