Front brakes take the washers off and the calipers?

Ok I got this 1994 mazda truck, I had the rotors in the front as well as the brake pads, the question I have for youo is this, when the brakes or rotors get changed do you have to take the washers off and the calipers?
The reason why I am asking this is because a garage I took my truck to messed up on my brake system, I was going down a hill and found out that I had barely any brakes at all, so I took my truck to another shop and informed me that the other garage put the washers on backwards which resulted in me having failed brakes, is this possible?

For replacement of the front rotors, the brake caliper and mount has to be removed. The hub to has to be taken off which requires the wheel bearings locking nut and bearing removal.

I am not sure if you are referring to the wheel bearing locking plate (washer). If the wheel bearings are not correctly adjusted, it can cause brake failure as teh brake pedal would be very low.

The washer should have nothing to do with this.
