Is it leaking fluid anywhere? If not it sounds like the master cylinder is not doing what it is supposed to. The pedal should get stiff when you pump it a few times. Are you having someone pump up the pedal while you are bleeding it?

Some more question of great importance: Do you have anti-lock brakes and did the master cylinder run empty at any time? After replacing pads, the brake pedal has to be pumped a number of times to work the pistons back out of the calipers until the new pads contact the rotors. When doing that, or when bleeding, did you at any time push the brake pedal all the way to the floor? Why did you bleed the system, or why do you suspect air got into the hydraulic system?
