The thing to start with is to check the pressure at the rail and find out if the pressure is even getting there. Here are some guides that will help with this:

If there is no pressure, then we need to go back to the pump and disconnect the line as close to the pump as possible and route the line to a bucket. If you have pressure or flow, then we need to keep working back to the rail to find the obstruction.
Otherwise, we need to suspect the pump even though it is new, is faulty.
