I have a 94 z28 LT1 Camaro just put a new pg250 starter and it wont start please help

V8 engyn with a 5.7.I have new spark plugs new ratior, new thermstat, new fule pump, new water pump, new belts, and now a new pg250 delco starter.I put in last night and my baby wont start.

Spray starting fluid in the inkake. Does it start?

Yes I have tryed that. With the spray andstill wont start. She wants to start but its missing that kick.
