Driver side outside mirror is/was gold toned to reduce glare but now the gold tone (which appears to be a liquid) has irregularly drooped down from the top of the mirror about an inch or so making it a clear mirror with the remaining gold tone face of the mirror hard to see through. What the heck is this and how do you fix it?

You might have to replace the mirror, check with a glass shop that installs windshields normally they can fix that

Not really interested (nor can I afford) spending $100+ dollars to have the mirror replaced. Clearly there is some kind of liquid involved and would prefer just draining this out if possible. Will the mirror (which has the liquid behind it) pop out of the rubberized frame it you pry it? Why in the world do you have a liquid effecting the gold anti=glare tone anyway instead of a foil or fixed coating?

Cadillac does different stuff in answer to your question about a liquid. And you would only need a regular mirror installed not the gold tone unless you love that. I'm sure it's usually about $50 for a mirror replacement not the whole thing.
