1993 Chrysler New Yorker cranks will not start

1993 Chrysler new yorker cranks will not start replaced cam shaft and crank shaft sensor have spark to plugs, when it did start and I stepped on gas pedal it hesitated and started to die, shut car off and tried to resart and it would not start, can here the fuel pump come on for 1 to 2 seconds the goes off, can a throttle postion sensor cause this

No, start with basics.

Compression, for timing belt, fuel pressure, even though you hear the pump running, and spark test

When it does start and it is put in gear it starts to die also, when I stepp on gas pedal it does not act as if it is going to die

It drives when I can get it started, no codes, 14 lbs pressure

Needs 45-48 lbs of fuel pressure to make things work right
