Running lights and dash lights go out until truck has been driven for 10 minutes

Have standard D21 1992 4x4 4 cyl.
The instrument cluster, and light behind climate control and stereo goes dark from starting the vehicle as well as the running lights in the rear. This is when the headlamps are turned to "on", parking lights dont work either if switched to them.
Once the car is driven for 10 minutes, all the lights come back on.
Some mornings everything works from the start.
I checked all connections and fuses, nothing found. Could it be a relay?

check the grounds near the battery they may be loose or coroded.also there is a brown wire that connects to a red/white wire by the sub fuse block that may have a bad connection or partially burnt up.
