Do we need a new engine?

While my grandson was driving the car, it just quit. He got it off the road and tried to start it and it would turn over but not start. I had it towed to a garage and the mechanic there said that the head seized up and timing belt was broken. He said there was no oil up on top of the head and where the cam is, it was black like no oil had been there. He says bottom of engine turns over. He thinks we need a new engine because if we fixed the top, we would not know if the bottom was damaged.
Please give me your thoughts. Thank you.

It's possible. Does oil pump while you're cranking it over? If he's correct, and the head seized up, that normally means the oil pump failed. A failed oil pump means the bottoms end is soon to follow the top end.

Have located a used engine but when we got the car the man told us that the transmission fluid needed changed, which we hadn't done. When there is 300,000 miles on car and you change transmission fluid, does that cause problems? I was told once about another car that if you changed it that late, the transmission would probably go out. Please advise. Thanks.
PS I don't know if oil pumped when he turned the motor over.

NOT changing the transmission fluid will cause problems with the transmission.

It definitely sounds like your best bet is an engine swap knowing so little of what's gone on.
