Engine is locked up

I was driving to a job interview and I heard a hissing sound while driving in the highway. I step on the clutch to get ready to pull over and at this moment I heard clinging pieces of metal so I pulled over save. Ever since that my car wont start The timing belt wont spin, or nothing.I turn the key to the ignition an all I hear is a thin belt right beneath the timing belt scrape against the wall.I do not know what the problem is.

It's hard to tell exactly what has happened, but make sure the crank shaft is turning when the key is in the start position, make sure the battery is fully charged and the starter is good. If the crank is turning, make sure you have spark and fuel to the engine. Also, it sounds like you may have broken the timing belt. Have that checked.
