It sounds like you have a bunch of blown fuses. You're checking for voltage on both terminals if you're using a test light or voltmeter. There may not be voltage to a fuse if that circuit isn't turned on, but when you DO find voltage on one terminal, or side of a fuse, you must have it on the other one too. To have voltage on only one side is how we determine the fuse is blown.
