Blinkers to my car are not working at all. I got all new bulbs for it. The dash lights for the blinker don't turn on but you can hear the clicking noise just no working turn signal lights. I checked the fuses the under the dash some don't work (its not the fuses) I used a probe to check ground and some connects don't have power running to them at all. The HAZARD fuse in the hood fuse box has one side working only theres power n one side of the fuse but not the other side. I did check relays and I do hear clicking I just don't know what it could be. One more other thing theres a lot of my fuses that some have current running on one side of them but no current running on the other unless that's normal well thanks a lot hope you guy can help

It sounds like you have a bunch of blown fuses. You're checking for voltage on both terminals if you're using a test light or voltmeter. There may not be voltage to a fuse if that circuit isn't turned on, but when you DO find voltage on one terminal, or side of a fuse, you must have it on the other one too. To have voltage on only one side is how we determine the fuse is blown.
