1990 Honda Accord Starting system

I am having a problem trying to get this accord to start. About a year ago it would run and overheat rather quickly(15 min). I fixed the overheating but the car would fluctuate rpm. I sold the car and recently got it back.

Now the vehicle will not start. I have fuel pressure, and with a volt meter I measure about 7000-8000 volts going to the distributor. I am wondering if that is enough or if the iginitor is bad.

I have had the car backfire on me, try to start but not make it all the way. The ignition was taken apart because he lost the key so I have no idea what could be the problem at this point.

I have taken the fuel off of the fuel rail to confirm that there is fuel and fuel pressure it comes gushing out I dont know the specific psi. I have not gotten a spark from a spark plug out of the engine and resting the rnd on a ground.

If any advice or answers could be given I would gladly appreciate it!

What is the best way of going about checking this relay? Fuses were all golden.

I have re soldered the connections on the board of the main relay and that did not help I don't have the set up here to test the relay. After I reassembled I am still not firing up. Last night the car backfired on me?
