Wipers stopped working recently, any suggestions?

Wipers last worked a few days ago and stooped a few inches before resting on the bottom. Got the down now they don't work. Wipers are "supposedly new" and I've replaced the fuse with a light up when blown fuse. Driving from Georgia to Ohio soon and MUST have wipers.

Yes, I have a multi-meter I can use to test. I made to Ohio ok, even through a pretty harsh storm. Now my climate controls don't work, along with my horn. It seems like all of my electrical is slowly going bad. Do you have any idea how I can rewire my entire engine? I don't mind taking the time to do every individual wire, which seems to be what I am going to have to do.
