Not Starting - Popping off vacuum hose?

1990 Buick LeSabre Limited V6. Has been needing jump started for quite a while, won't hold a charge overnight, esp. In cold weather. Parked last Fri and sat all weekend, attempted to start Mon 4a.M, 6 degrees F. Just turns and turns for about 20 seconds then blows the vacuum hose off where the air filter meets the engine. Traced this hose to driver's side front canister that has "To Fuel Tank" written on it. This canister has a cotton filter on the bottom. Is this a part of my problem?

Two problems here I feel, first you will have to get a current draw test done, this will help locate the circuit that is causing the battery drain, as for the vacuum hose, I would say that the fuel tank venting system is malfunctioning causing a build up of pressure in the system causing the hose to pop off, get the EVAC system checked first.
