1990 Bmw 525i Instrument Cluster Back Light Will Turn Off On Bottom Space Used

Instrument cluster back light will not turn off. On the bottom of the instrument cluster is a space used for messages. It has a back light that will not turn off when you turn off the car. If you remove fuse 20 under the hood the light goes out, but the fuse must remain out. Any ideas?

Faulty cluster or lamp control module.

Pulled the lamp control Module and back light remained on. ?
