1989 Ford F-250 Fuel delivery issue

Truck runs on starting fluid so one would think its the fuel pumps. Both pumps pressure up on the turn of the key but I get no fuel pressure at the fuel rail when I measure with fuel pressure gauge. I check the external pump and its good and runs as I bench tested it. The vacuum actuated tank switch seems fine. The only thing left is to replace both fuel pumps? Makes no sense that both are bad at the same time and I hear them pressure up. Any ideas as I am at a lose.

If the pumps test good then I would suspect the power to the pumps is faulty

Could the Fuel Regulator on the fuel rail cause this problem to maybe? Grasping here.

The majority of the reported repairs on that model indicate the ignition control module is intermittent and might be the culprit

I fixed it. I had to trace it back fuel line by fuel line. Even though the pumps were working the the culprit was 2 fold. The pump in the back tank even though it was working as you could hear it, once I dropped the tank the pump was just dumping fuel back into the tank as the rubber hose connecting the pump to the external fuel line was deteriorated to the point it was gone. So no fuel ever pumped out of the tank. Second problem I located because when I went to start it it still didnt turned over. Fuel rail pump (new) was crossed wired so the pump was working in the wrong direction. Fixed that and she fired right up. Now to find out the squeal when it starts. Think its the waterpump.
