Lights on 1989 Dodge D 150

I am having trouble with the lights on my 1989 Dodge D 150. It seems that one of the sealed beam headlamps were not working, so I replaced them with 2 new ones. Once installed I went to turn the lights on, and there was no light, so I tried seeing if the High Beams work and they do. So my problem is that I have high beams, but no low beams. I think the problem lies in the dimmer switch, and I didn't know if anybody had any suggestions other than the dimmer switch that may be causing the problem. Also if it is the dimmer switch how is it removed I have taken the housing off, but I can't figure out how it comes apart to get to the wires to see if they are getting good contact. I know it is not a grounding problem because I am getting the high beams to turn on, so any help would be great.

Unplug one of the lights and check for voltage on the terminals with a test light. One should have 12 volts with the high beams on, and a different one should have 12 volts with the low beams on. If you find the two wires have voltage, the bulbs are defective. The dimmer switch had been working when one low beam was working. It's unlikely it failed just from replacing the bulbs.
