Starting Whenn Cold

I have two issues that I assume may be related. When starting my vehicle cold (regardless of ambient temp-unless 70/80 +) I have to pump the throttle two or three times or it won't turn over.
The second issue is that I generally deal with delayed acceleration in 1st gear, and occasionally others. I apply the throttle and the car lugs forward. After 5-12 seconds I then get a boost of power and the car takes off. This only happens when going from stopped to moving or slowly moving to faster. It doesn't ever happen at speeds of 50+.
What is causing this? Both fuel filters have been replaced. New plugs, wires, rotor, cap, coil, pcv valve.

Thanks in advance.

Try cleaning the throttle body, remove cold start valve and clean.

Sorry that I did not specify. This vehicle has a carb and is not fuel injected.

Check the carburettor float level. If it is too low, it can cause the problem.

Check for leakages. When there are leaks at the carburettor, the level would drop when engine is stoppe for extended periods.

The lack of throttle response and delay in accelerating is most probably due to a weak or bad accelerating pump. The pump is prone to leaks and this would reduce the fuel in float chamber as describe above.
