1988 Ford Windstar Van Will Turn Over Tried Jump Able Get Over Seems Enough

My van will not turn over and I tried to jump it and I am not able to get it to turn over. It seems like I have enough amperage for all the lights and signals to come on but when I put the jumper cables on I still have the same dead start? I did change the connections on the battery end of the cables recently becuase once in a while I would have to jump it and get it started but now I am stuck.

Have the battery charged and tested first.
