1987 Mazda RX7 Turns over, but won't start

I know for a fact it is not flooded, for the reason of I can do the de flooding all day and it won't work. I have proper fuel pressure. I can spray starter fluid directly into the intake and it will start, burn it out, and die. I don't know what the problem is. Fuel is getting to the rail, but it is acting like that is where it stops. I am in dire need of help.

If it will run on carb clean, then you verified spark. You verified proper fuel pressure already to the fuel rail. This leads me to believe your injectors have broken down. OHM test them for resistance. Disconnect each injector harness. Ohm the injectors each. 1.5 to 3 ohms is within spec. Start here.
