This will be specific to your model and problem, so please be sure to include the engine size, transmission type, and mileage. We use that information to find the right diagrams and drawings, and to make judgements on bests suspects based on mileage.
This is not an area of my expertise, but I can suggest balance shafts run on bearings similar to those of crankshafts and camshafts, and those are lubricated with the same pressurized engine oil. If the shaft was simply not installed, there's going to be a huge internal leak and no oil pressure. Two things you might consider are to rotate the bearings so the oil holes don't line up with the oil passages that feed them, or an instruction sheet might show to tap the oil feed passages, then install threaded plugs to block them. One of our other experts should have a more definitive answer for you.
