1986 Toyota Pickup Fuel?

Okay so the truck is hard as heck to crank, starter fluid is needed (i know that's not good for the rings and etc but is necessary for now). Anyways I was told that the cylinder near the breather was the fuel pump and it needed to be replaced. I need to know exactly where the fuel pump is located and if that's what is causing the rough start and rough idle? Thanks in advance guys :)

I have attached a pic of the pump location. Yes, it can cause a hard start. However, the rough idle could be a few things. Also, make sure the choke is working properly. That can also cause a hard start.
