Common problem is a burned ground strap. Turn the ignition switch on. Turn the wiper switch to "low" or "high", not one of the delay settings. Grab a test light and ground the clip lead to the battery negative post. Poke the probe on the metal case of the wiper motor or its mounting plate. If the test light lights up or if the motor starts to run, you'll need to connect a new ground wire between the plate and the car body.
The motor is right below the left wiper arm. There may be a cover that has to be removed to get to it.
