not starting

I am having an issue with my truck listed above it is the rabbit pickup (diesel) having the fuel not getting into the engine. I pulled off the fuel filter and it was dry even though my tank has been full for approximately a week. I bought a new filter and filled it up and bored the lines and it started up but on the next day it is having the same issue. Can anybody please tell me what the issue may be?
