There's two possible causes. Most commonly the accelerator pump in the carburetor is not working. Look down the carb where you're pouring the gas and watch for two nice streams of fuel when you work the throttle by hand. If all you get is a little dribble, the pump needs to be replaced. It is included with a rebuild kit. A weak accelerator pump will also cause stumbling on acceleration.
There was also a service bulletin to address this when the problem existed since the car was new. One of the hoses going to the charcoal canister was cut, then a check valve was inserted. That stopped the fuel from evaporating out of the float bowl overnight. The clue is you would not be getting those nice streams of fuel when you worked the throttle until after you cranked the engine long enough to refill the float bowl. In the case of my '80 Volare, that means cranking the engine about five seconds, then pumping the gas pedal. The engine will start fine the rest of the day.
