It's been 44 years since your Jeep was pulled out of the Cap'n Crunch box new!
It's had that many years for someone to "Upgrade" stuff (many times,
that means "mess with" without a clue, because their buddy said to do it!)
1979-1981 was the best years for a '76-'86 CJ
They got it all correct in '79, and from '82 on it was over-done with
the computer mess.
Now those Jeeps strive to get back like the '79-'81 eliminating
the computer stuff.
It would be nice for you to lay your hood back against the windshield
frame, remove the breather and get some pics overhead and both
sides to see kinda how it might be set up now!
You really need a few simple meters and such to accurately tune
it correctly. Doing it by ear is not very accurate!

I was "translating" my 258 (inline 6 cylinder) over to his 304 (v-8) to
help him understand the hows and whys (since I did not have a 304 to
take pics of the procedures)
The Good thing is, now you can sorta do either one as long as you can
eliminate the engine you don't have!

Mainly run each screw in till it gently touches the bottom
WHILE COUNTING THE TURNS FOR BOTH SCREWS!
The bring them back out the same number (but even/ the same for
both screws)---It's time for a meter to get it correct!
Hopefully they have not been played with and will come back to the
same spot as 10 years ago, when it ran well!
A full tune-up with new goodies would be a good thing--Plugs/ wires/
distributor cap/ fuel filter/ etc.
If you can get him running decent, for now, with a full tank of fuel, run a
can of "Seafoam" in the fuel tank.
