Key reprogramming

I can't get a new key reprogram to the engine. What does the pigtail wires coming from the ignition switch control?

The wires that come off the ignition switch are for the passlock sensor. Basically this is the sensor that picks up the signal from the key to tell the system that it is a good key and it is ok to start the engine.

Are these wires not connected to anything? If not, that is the issue.
