Will not turn over

It will not crank. It has lights and radio but does not click or make any sound when turn completely to start. Replaced battery, starter, and ignition switch. A friend reset the security system and it ran for about twelve hours. It shut off at a stop sign and is back to no sound, will not crank.

Is the "security" light on? If so, take the key to the dealer and have it tested. They should do it for free.

The dash lights do not work, but the headlights do. The key does not have a chip.

No dash lights sounds like you may have a bad ground connection on the drivers side of the dash. Or the dimmer switch has failed.

For the starting, check the starter relay in the under hood box, it should click on/off as you turn the key. If it is bad = no starter action.

Yeah that's what I was going to say next. And check the connections going in to the main power box (under the hood). A loose cable there could cause all kinds of craziness.
