Will not crank over?

2001 Dodge 3500 van has a new starter and battery but will not crank over. No sound comes from the starter or battery. Dash lights illuminate but don't change when the key is turned to start position. I have voltage at starter when key is turned to start.

It sounds like the starter relay has gone out but to be sure let's check for power down at the trigger wire at the starter, this guide can help you:

Here are the wiring diagrams for the starter circuit so you can see how the system works, also here is the starter relay location so you can swap it out. Another suggestion is to try to crank the engine over while the gear shifter is in neutral, keep your foot on the brake. Check out the images (below).
