will not pass inspection due to CEL not coming on

Upon turning ignition switch, the CEL is supposed to illuminate for a few seconds then go off. It does not come on at all, so they will not inspect it. we were told it was just a fuse, but I cannot find it anywhere, even in the book.

You would need to start somewhere and I would suggest starting with the basics. Remove the meter cluster to check if the bulb is bad. If you have a scan tool, it would be able to tell if there are any fault codes.
The CEL shares it power supply with other indicator lights so I doubt a fuse can cause the problem unless other indicator lights are not working.
