Code p1381, will not pass emissions smog test?

The code p1381 comes up cylinder position sensor. High on Hc (PPM) NO (PPM).

Hi,

The code indicates there is either a wiring issue to the sensor or the sensor itself has failed.

Do me a favor. I attached the diagnostics below specific to this code. Take a look through them and let me know if you are comfortable performing them.
