Will not crank all dash warning lights come on?

The car has a new battery. All terminals are clean and tight. All fuses checked. Tried resetting the security system per Ford. Starter turns over when jumped.

I would try to crank the engine over while the car is in neutral because you may have a gear range sensor that is out. Also, there are 3 fuses that run the system I would check. here is a guide to help with that and I have included the starter wiring diagrams so you can see how the system works and which fuses to check.
