Wobbly wheel after replacing front wheel bearings?

Hi! I just replaced the wheel bearings on my g30 van listed above. Unfortunately, it failed inspection because the wheels wobbled when off the ground. Oddly, when I take the calipers off and wiggle the rotor, it is firm and doesn't move. Then I thought it was just the lug nuts weren't tight, tightened them and still wobble. Any suggestions? It was my first-time replacing rotors and bearings. Thank you so much for the help, I'm trying to get on the road, and this is the last thing.

I adjusted the front one by spinning the wheel and pushing it in, then tightening the castle nut enough for a full rotation.

Also! We assumed that the raves were already in the new rotor. Is that correct? Do they normally do that? Or were we being wack?

Hi,

As far as number 14, you are correct in how you installed it. I'm not sure why the pic looks like it does.

Okay, I watched the video and saw the play. It could be from the bearing, or it could be the outer tie rod. I wasn't able to see it when you were wiggling the wheel. So, check that. Also, place your hands at 6 and 12 o'clock on the tire and wiggle to see if there is play in the ball joint.

Next, remove the wheel. Remove the wheel bearing cap. Follow the directions listed in the pic below and let me know if the play is reduced.

Let me know what you find. Also, check the tie rod and ball joint.
