Front tire wobbles while driving

Had tires balanced and a front-end alignment. But the front tire still wobbles when driving and more when using brake. Friend jacked front end up and gave it gas and the tire was also wobbling. What could be causing this?

It sounds like the tread in the tires are coming apart, can you please upload a short video of the problem so I can see what's going on? This guide can help in the meantime.
