Outside air temperature not working?

Outside air temperature not working fans are on, have a wire and plug hanging underneath front of car. Does this sound like the sensor is unplugged and where’s it at?

What does the wire look like, can you upload an image of it? Here is the location of the radiator coolant temperature sensor which will cause the engine fans to come on. Check out the images (below). Please upload pictures or videos in your response of any problems so we can see what to help you with.
