Blue wire with a black casing. Spliced. What is this wire for? Metal shield did not keep in place. Is this common?

So does this wire go to something screwed into the exhaust? If so thats your downstream oxygen sensor. As far the metal shield are you talking about the exhaust heat shield?I worked for saturn for over 16yrs and the astra replaced the ion model. It didn't sell well at all so I barely ever worked on those models.

Yes the blue wire with the black casing runs beside the exhaust. And the exhaust shield is the part that will not stay bolted to the bottom

Then that sounds like your down stream or bank 1 sensor 2 oxygen sensor without seeing a picture I couldn't tell you for sure. It may have been replaced and they used a universal sensor where they splice the old sensor connector onto the new sensor. As far as the heat shield if you have to deal with salt and snow on the roads that could have taken that down. Or the heat shield cracks and breaks free of the rivets there is a few reasons for them coming loose.
