I can turn them on and they start and stop whenever they want to.

More then likely this is one of two things. Either the relay or the wiper motor. It could be a shorted wire but that is unlikely.
Let's replace both relays in the battery junction block first as that is easy and cheap and if that is not the issue then we will need to start testing wires. Here is a guide that will help is you want to test the relay:
