The wiper motor turns a couple of shafts. The shafts have the wipers bolted onto them. Sometimes, when you turn the wipers on and there is ice holding them in place, the nuts holding the wiper arms tightly to the shafts will loosen and allow the shafts to slip. If that is not the case, then it is likely that an arm coming from the motor has come loose, due to the ice.
AutoZone's site has a pretty nice page regarding your car's wiper system. Read it, and then check yours. You should be able to do it if you have access to a basic ratchet and socket set.
