Windshield wipers turn stay on

94 accord with wipers that will stay on even with switch off. After a little while it will turn off. I have changed the switch, relay, and wiper motor. Wires at connectors didn't look bad. I'm lost at this point what can be wrong with it

Those items are inputs but not the actual control circuitry for the wipers. That is built as part of the fuse box under the dash. It controls the intermittent wipers speeds as well as the washer functions. That item is replaceable only as a complete unit. Basically you disconnect the connectors and unbolt it. Then reverse the process with the replacement.
