Hello,
This could be a problem with the ground for the wiper motor having unwanted resistance on it. Ohm's law, the law that governs electricity states that if one of the three properties of electricity is constant (voltage-12.6V in a vehicle), then if one of the other two goes up(resistance-corrosion/dirt/grease on ground) the last property(amperage-electrical flow from battery)must go down proportionally. This is why no matter what setting you have the wiper speed switch set to your wipers wipe slowly. In the diagrams down below I have included a wiring diagram of the washer/wiper system on your vehicle for reference. The ground in question here is Ground #102 which is located on the lower left front of the engine. I have also included a guide for you on how to properly inspect and clean grounds. Please go through all these guides and get back to us with how the ground looks and what you are able to find out.
