My windshield wipers will not turn off, even after shutting off the vehicle and restarting. I removed the fuse to stop the wipers. Could a relay be the cause of my problem?

Are the wipers always on at HIGH speed? Most commonly this is caused by a faulty windshield wiper switch or faulty wiring to the switch. More rare, it may also be a faulty windshield wiper motor. There is no relay on this circuit.
