windshield wipers only work on high

When I go to use my windsheild wipers nothing happens but when I turn them on high they work intermitten. I go to wash the windshield and the wipers dont work unless I turn on high what could it be

have a pro check this it may be your multi function switch or there is a low/high relay in the power dist center under hood. If not it may also be your body module so it would need to be scanned. check items in pic
