Windshield wipers not working properly

When I turn on my wipers the driver side one goes straight up and stops, the passenger side one works fine and jumps on top of the drivers side. I have to pull the drivers side one all the way up to see out of the passenger side.

This sounds like the wiper module has gone out or something is broken. Here is a diagram so you can see what you are in for when fixing the problem:
