Windshield wipers stopped working

My windshield wipers quit abruptly today. Turning the control for the wipers still produces the clicking sound behind the dash. I checked the fuses and circuit breaker. They are good. Windshield washer still works which is on the same breaker. I checked to ensure the wiper motor is grounded. I have two harness clips at the wiper motor, plus the 2 pin clip at the relay. There is power at the relay clip when the wipers are on. The other two harnesses are as follows: 4-pin clip on front of the motor, and 3-pin clip on top of it. Only one pin has power when wipers are switched on, and it is on the 3-pin clip. Should I have power in the 4-pin clip, or should I assume the motor is bad, or is there a way to test the relay? I have not been able to get the wiper arm off so I have not done the motor current draw test.

On the motor park test, I have voltage on the dark green wire. I do not have continuity between dark blue/orange and black/pink. I also do not have continuity between ground and black/pink. But I do have continuity between yellow/red and red. This leads me to believe I should replace the interval governor. Unfortunately the parts stores and the Ford garage cannot find any part by such name for this car. Some web searches told me to look under the steering column, but the only modules there are for power steering and seatbelt chime. The relay on the firewall that I prevsiously thought was the wiper interval is actually for the airbag. I’m stumped as to where or what the wiper interval governor is.
