Okay, that voltage comes from the switch itself. Sounds like you need to replace the wiper switch.
Roy
1. Remove steering wheel as described in Steering and Suspension/Steering/Steering Wheel/Service and Repair.
2. Using lock plate compressor tool No. J 23653-C, or equivalent, push down shaft lock and remove shaft lock retaining ring.
3. Remove shaft lock, turn signal cancelling cam assembly, upper bearing spring, upper bearing inner race seat and inner race.
4. Set turn signal to right turn position, then remove multi-function lever and hazard knob assembly, Fig. 12.
5. Remove signal switch arm retaining screw and switch arm.
6. Remove turn signal switch attaching screws, then signal switch as follows:
a. Disconnect turn signal switch connector from bulkhead connector and wire harness strap, Fig. 13
b. Disconnect E and C module connector from signal switch harness.
C. Remove wiring protector, then nut holding ground wire to stud.
D. Gently pull wire harness through column.
7. Reverse procedure to install.
