Windscreen/Windshield Loose Rubber Insert?

The rubber insert that runs along the top of the screen came out while driving (perhaps air pressure). Pushed back in place but can slide it left to right and back. Should this part be glued or is it meant to just pop in and stay in place?

If you mean the strip #2. They are placed on the glass during installation and the urethane that holds the glass in locks it in place. Has the glass been replaced? Any rust along the glass channel or is the glass loose? If it is still in there you could glue the strip back in, it will help with wind noise over the seam.
