Will not start

I have to turn the key off and on many many times before it will crank. I have new fuel pump, fuel filter, fuel pressure regulator. Still have to turn key off and on.

When you say crank do you mean turning over on the key, or it is cranking on the key and will not run?

It will start after I turn the key off and on several times or let it sit for a while to let the fuel pressure build up while key is in on position.

May be a failed pressure regulator, put a pressure gauge on the fuel line, see what the rail pressure is and how long it takes to bleed off, if pump pressure is very low, replace the pump and filter.

I guess I need to get a pressure gauge. I have replaced pressure reg., Pump and filter. Still losing pressure. Where is a good starting point to look for pressure loss?
