The horn honks all crazy when I turn the key and it will not start?

I have seen the battery being low on voltage cause this problem, please lift the hood, and use a voltmeter to check the battery voltage at12 volts or turn the headlights on for 10 minutes to see if they stay bright. Also, do you have a security light flashing?
