Will brake light stay on if brake pads are bad

Replaced brake light switch and top brake fluid and brake lights still will not go off.

The brake light switch involves the three rear brake lights. The low fluid level switch involves the red "brake" warning lamp on the dash, and since the things that turn that light on could adversely affect the proper operation of an anti-lock brake system, it can turn on the yellow "ABS" warning light too. Which of these brake lights are you referring to?
