Steering wheel locks

Just put new alternator and battery in, now the steering wheel will lock up when you put in drive. but, you can turn it off and start it back and it works. Then it gets to where it has no power steering at all. sometimes to and head lights get real dim or goes completely out.

Have you checked the battery voltage at the battery with it running? Sounds like it is not charging properly.

I am wondering if the ground for putting a new alternator on has come lose. would it make the steering wheel lock while in drive?

Yes, it is electric steering.

I would make sure all the wires and ground wires are connected. If so it sounds like you have had a voltage surge? can I ask if the car was jumped?
